A clause to be inserted in the Merchant Shipping Ordinance to

compel owners or agents of every steamship leaving the

waters of the Colony to furnish the Imports and Exports

Office within 18 hours after the departure of the vessel

with a complete export manifest, viz.:- marks and numbers

Summary of Emports and Exports will show trade of the Colony as

follows:-

(b). for direct transshipment.

Exports:- (a). from the Colony;

(b). in direct transshipment.

At outset only the various classes and value of goods need

be taken cognizance of. In the matter of direct

transshipments the value of the goods can only be estimated unless the Agents in Hongkong can give value

of consignments. (page 30.)
